The proposal calls for a 421-unit rental apartment complex where two aging office buildings now stand.

The first apartment complex formally proposed on the Platinum Mile in Harrison would transform part of an old office park in a bid to attract young professionals and empty-nesters to an under-used area and boost the local tax base.
